Iraq’s First LNG Import Terminal Takes Shape with Mayer Brown, Excelerate Energy

Iraq is building its first liquefied natural gas (LNG) import terminal at Khor al-Zubair port. The project will strengthen the country’s energy independence and improve fuel supply flexibility. The Iraqi government signed an agreement with Excelerate Energy to develop the terminal. This deal marks a major step in expanding Iraq’s energy infrastructure.

Therefore, the U.S.-based international law firm Mayer Brown will assist Excelerate Energy in preparing integrated documentation package for project. As Iraq is building its LNG, firm will advise on risk allocation, and interactions between LNG and natural gas supply. Mayer Brown will also address regasification services to ensure the contract covers all aspects of the terminal’s operations.

Nick Kouvaritakis, worldwide co-head of Mayer Brown’s Energy practice and global head of LNG, called the project “strategically significant” and emphasized that it will provide crucial gas infrastructure to Iraq. He said Mayer Brown is pleased to support Excelerate Energy in delivering this fast-track solution for the country.

Furthermore, the LNG terminal project includes a five-year deal for regasification services and LNG supply, with possible extensions. The agreement guarantees a minimum supply of 250 million standard cubic feet of gas per day. Floating terminal will feature a floating storage and regasification unit (FSRU) with a capacity of 500 million standard cubic feet per day.

Additionally, excelerate Energy will deploy Hull 3407, its newest FSRU, and provide all necessary topside equipment and berth upgrades for smooth operations at Khor al-Zubair port. Project’s structure aims to ensure Iraq can meet growing domestic gas demand, support power generation, and enhance fuel availability for industry and households.

Energy experts note that the terminal will play a vital role in Iraq’s transition toward more secure and flexible gas imports. It positions the country to reduce reliance on pipeline gas, stabilize supply, and support long-term economic growth.
