Iraq 2027 Budget Plan Focuses on Fiscal Reform and Economic Stability

The Iraq 2027 budget plan aims to strengthen fiscal stability and support economic reform across Iraq. Government adviser Mudhhir Mohammed Salih said officials designed the plan to improve financial discipline and maintain essential services. Authorities continue preparation even though formal approval faces delays. Meanwhile, they manage spending through interim financial rules to keep the state running smoothly.

The Iraq 2027 budget plan follows Federal Financial Management Law No. 6 of 2019. This law allows monthly spending equal to one-twelfth of the previous year’s actual budget. This system keeps salaries, pensions, and social welfare payments active without interruption. It also allows ministries to maintain core operations.

In addition, the government funds ongoing investment projects based on progress and available cash. This approach keeps public services stable during budget gaps. It also reduces risks of sudden project stoppages. As a result, state institutions continue functioning with limited disruption.

Salih said Iraq faces pressure from global economic changes. Oil prices shifted sharply during 2026 and affected state revenue. Since Iraq depends heavily on oil income, these changes created budget stress. Therefore, policymakers increased efforts to control spending and improve efficiency.

Global energy markets also added uncertainty. This made fiscal planning more difficult for government institutions. As a result, officials focused more on stability and cautious financial decisions.

The Iraq 2027 budget plan prioritizes better use of public funds. It reduces unnecessary operational spending and protects social programs. It also directs more funding toward investment projects that support long-term growth.

Officials also plan to diversify national revenue sources. They want to reduce dependence on oil income. In addition, they expand digital government systems and improve financial management tools. These steps aim to strengthen efficiency across public institutions.

The Iraq 2027 budget plan aligns with Iraq Vision 2035. This strategy focuses on building a diversified and stable economy. It also promotes stronger resilience against external shocks.

Finally, Salih emphasized that reform efforts aim to secure long-term fiscal stability. He said better planning will support sustainable growth and stronger public finances in the coming years.
