The event, held in Baghdad, was co-chaired by Iraq’s Deputy Prime Minister and Foreign Minister Fuad Hussein and Russia’s Minister of Energy Sergei Tsivilev. Both leaders expressed their desire to deepen cooperation across various sectors.

Fuad Hussein highlighted the long-standing relationship between Iraq and Russia. He emphasized the broad potential for collaboration, noting that both countries have much to gain by working closely together. Sergei Tsivilev echoed this sentiment, reaffirming Russia’s dedication to enhancing bilateral ties. During the meeting, the two nations signed several significant agreements. One of these was a Maritime Transport Agreement between Iraq’s and Russia’s Ministries of Transport. Additionally, both countries agreed to a Memorandum of Understanding (MoU) for Health Cooperation between their Ministries of Health. This agreement is a step toward improving healthcare systems in both nations.

Another important agreement involved the Federation of Iraqi Chambers of Commerce and the Federation of Russian Chambers of Commerce and Industry. This MoU aims to improve trade relations and open new business opportunities. Furthermore, a Protocol of Understanding was signed between Gazprom and Iraq’s Midland Oil Company (MdOC), marking a key development in Iraq’s oil sector.

In his remarks, Fuad Hussein also discussed Iraq’s balanced position on the ongoing Russia-Ukraine conflict, advocating for a ceasefire. He expressed Iraq’s commitment to peace and stability in the region. Hussein also looked ahead to major international events in Iraq, such as the Arab Summit, and stressed the importance of deepening collaboration in health, industry, and energy.

Discussions during the meeting also touched on Iraq’s oil exports, particularly from the Kurdistan Region to Turkey. Tsivilev confirmed that Russia is continuing to invest in Iraq’s oil sector, which is valued at approximately $19 billion. He also mentioned that additional agreements between the two countries are currently under negotiation, signaling more positive outcomes in the future.
