Iraq Publishes Full Mechanism for Implementing Water Cooperation Framework with Turkey

Iraq released the complete implementation mechanism for the Iraq–Turkey Water Cooperation Framework. The document outlines a detailed roadmap for joint water management and sustainable development projects between Iraq and Turkey.

The mechanism builds on earlier agreements, including the 2014 Memorandum of Understanding on Water Resources, officially enforced in 2021. Previous agreements faced execution challenges, but the new mechanism aims to overcome these obstacles through structured collaboration and joint project implementation.

The framework, signed after President Recep Tayyip Erdoğan’s visit to Baghdad on April 22, 2024, marks a milestone in bilateral relations. It addresses water scarcity, climate-related challenges, and improved water governance. The mechanism represents a strategic commitment to sustainable water management and regional cooperation.

After more than a year of discussions, both countries finalized a plan focusing on strategic water projects proposed by Iraqi government bodies, including the Ministry of Water Resources, Ministry of Construction, Housing, and Municipalities, and local governorates. Key projects include:

  • Improving water quality and reducing river pollution.
  • Developing modern irrigation techniques.
  • Rehabilitating agricultural lands.
  • Enhancing water governance and promoting rational use of resources.

The mechanism also that Iraq released sets clear operational principles. A joint advisory team from both countries will prioritize and plan projects. Iraqi authorities will issue tenders for qualified Turkish companies, with local Iraqi firms participating as partners. The Iraqi Ministry of Finance will channel funding using revenues from crude oil sales to Turkish firms, as approved by the Iraqi Council of Ministers, and Iraq will receive 65% of any profits above global benchmark prices if the oil is resold in European markets.

This cooperation model is designed to remain effective throughout the lifespan of the Iraq–Turkey Water Framework Agreement. It forms a comprehensive structure for shared water management, economic collaboration, and sustainable resource use. Analysts said the mechanism signals Iraq’s commitment to strategic water governance while strengthening bilateral trade and investment ties with Turkey.
